The artist might use photoshop, or corel painter, paint tool sai, or some other drawing program. But it hardly matters what program he/she is using. They have reached a level of technical mastery that allows them to make art such as this, without it they wouldn't be able to make art. Knowing how to use a software allows you to improve, but knowing how to use it wont produce art such as this.

yeah i know .. im a good at drawing .. but with paper and a pencil .. in photoshop i cant do something good .. and i have a wacom tablet :C ...

I suggest paint tool sai if you want to get started, its very inexpensive (if you are buying it) and it has alot of great features to help you out.
